When we discussed this paragraph with Dr. Sloss here last October the difficulty of fixing the date was pointed out. It is perfectly clear that it cannot be taken to be the date when approval is given to the last outstanding recommendation of the Report because we have not reached that stage yet. I think the date on which the Governor must be acting is the date of the announcement in Hong Kong that the Secretary of State had approved "the main recommendations of the Report relating to salaries and allowances". Approval to such an announcement was conveyed in our telegrams Nos. 1976 and 1977 of the 30th December 1947. We have never been told the exact date when the
announcement was made, but we have reason to
believe it was on or about the 1st January 1948. I suggest we should ask the Governor (in replying to his telegram No. 317) whether in fact thie-is the date he is taking for the purposes of the first sentence of paragraph 194 and, if so, what the exact date is, and add that, if in fact this is the date taken, the Secretary of State approves it.
5. Perhaps you would say whether C. S. D. sees any objection in principle to action on the lines suggested in paragraphs 3 and 4 above and whether you agree to the issue of a telegram as proposed.

I discussed this with Mr. Whittle before he went
on leave. The normal arrangement is to apply any
salaries revision to all officers on the establishment
of a Colony s from the date on which the new sceles
are effective, with the exception of (1) and those
who have left the service after that date as a result
of disciplinary proceedings, and (2) officers serving
on contract or temporary agreement. The salaries of
